Suzanne Belson has more than thirty years experience in the ombudsman field, eleven as Senior Investigator with the Department of National Defense/Canadian Forces Ombudsman and, prior to that, as the Ombudsperson at Concordia University in Montreal for twenty-two years from 1978 to 1999. Suzanne is a founding member of the Forum of Canadian Ombudsman, and served for ten years on its Board of Directors. Duncan Fowler has had extensive experience in helping to create and establish new ombudsman offices, such as the State of Arizona, and the Region X EPA. Dean M. Gottehrer is the former President of the United States Ombudsman Association. Dean is the author of ‘Essential Characteristics of a Classical Ombudsman’ and ‘Fundamental Elements of An Effective Ombudsman Institution’. Dean has been instrumental in helping to create new Ombudsman programs in the former Soviet States, Eastern Europe, and Africa. More
